Description of the flag

The flag features a device on a white background, with two blue wavy stripes running out of phase (the bottom one is "W" and the top one is "M"); these stand for the rivers Vouga and Douro.

When I visited Viseu last Spring, the District Government HQ (Palácio do Governo Civil de Viseu) had this flag hoisted on its main balcony pole, with no national flag along it (but the national flag is expected to be flown only on Sundays and holidays).

This district has an area of 4954 km2, and a population of 399 150 inhabitants as of 1990, living in 24 municipalities.

Emblem detail

The central device might be a colored armorial seal (but the charges are not those of the Viseu municipal arms), surrounded by 24 six-pointed red stars, symbolizing the district’s municipalities.

The emblem depiction I have shows ogival windows (though the door has a semi-circular arch) and the walls of the castle are masoned (i.e., the lines between bricks are visible) in black. That doesn’t mean that the image above is incorrect, as some variation is expected.
