From Album 2000 [pay00] - Captain Commanding a Force (2:3) - Same as for admiral but without white disks - so, only blue flag with white cross. I guess that this is used for all the commanders (commanding a Force) with rank lower then rear-admiral.

The center of the cross is here offset to hist which is more natural then the previously published figure with the cross centered in the middle of the rectangle. This previous image is, maybe, errornous representation. However, the eveidence from the inverted-colours flag
from Flaggenbuch - Senior Commander - Former Rank Flag, might indicate otherwise.

From Album 2000 [pay00] - Port Captain (2:3) - National flag with white border. I guess, that a flag of this design was originally used as pilot flag, as it was cutom of the time, but when it lost its function it was "taken" by the port authorities. But, this is rather a speculation - I wander if some older sources have this flag as pilot signal?
The width of the white border seems to be 1/5 of the hoist size, but if that is regulated or not, I couldn't say.

Unfortunately for this theory, Flaggenbuch (1939) already showed the flag as Port Captain's flag. The figures on Flaggenbuch image say, based on a 200:300 flag:
- width of the vertical white borders: 48 each
- height of the horizontal white borders: 52 for upper border, 48 for lower border.
Therefore, the national flag inside the white border is not exactly centered and should be 100:204 (figures not mentioned on the image). Its stripes are 52:24:24, from top to bottom.
