Banská Štiavnica is a medium sized Slovakian town some 100 km (?) east of Bratislava. The flag is a blue swallow-tailed flag with white border all arround.

Banská Stiavnica was in the past a very famous silver mining town. So you can suppose that the tools are mining tools. Banská Stiavnica is about 200 km away from Bratislava.

I think you may wish to amend your comments about the municipal coat of arms for Banska Stiavnica, Slovakia.  Your comment that the tool at the bottom was a cutting torch was very odd.  This coat of arms was designed and used in 1275.  People in our town refer to it as the hammer and chisel -- I think that is more reasonable for such an ancient heraldic device.
