The municipality of Lukovica was formed in 1995 by parts of the municipality of Domžale. It is situated in central Slovenia, north-east of Ljubljana.

The flag and arms of Lukovica are prescribed by Decision Odlok o grbu in zastavi občine Lukovica, adopted on 30 January 1996, and published in the official local gazette Uradni vestnik Občine Lukovica, 1/96, 16 February 1996, with effect on 3 March 1996.
The symbols were designed by Valt Jurečič of Heraldika d.o.o. and Heraldica Slovenica, who kindly provided drawings from which the images shown on this page were made.
The flag is rectangular, in proportion 2:5, horizontally divided black-red-black, with a red square field at hoist, including the attribute from the coat of arms, the man with the club standing on a semi-wheel.

The coat of arms of Lukovica can be blazoned as:
Gules, between two mounts sable issuant a wheel proper on which is standing man clead sable proped on a club.
Stanič [stj05] explains that the man with the club is a road robber. These were notorious in the region during the Napoleonic wars and became a kind of local tradition - today converted into a lucrative tourist attraction. The black hills symbolize gorges in the region. The red and black colours are also connected with the robbers.
