Presentation of Ljubljana

Ljubljana, the capital city of Slovenia, was before 1995 divided into the communities of Bezigrad, Center, Moste-Polje, Siska and Vic-Rudnik, though the city had minor administrative status. In 1995 (or 1994), the communities were re-united into the municipality of Ljubljana, which was given in 1996 (?) the status of civic municipality.

Municipal flag of Ljubljana

The coat of arms and flag of Ljubljana are prescribed by Decision Odlok o uporabi grba, zastave in imena Mestne občine Ljubljana, adopted on 2 April 1996 and published in the official Slovene gazette Uradni list Republike Slovenije, nr. 35, pp. 3004-6, 5 July 1996, effective on 19 July 1996. The Decision determines the graphical and other standards for the coat of arms and the flag, the description and basic layout being defined in the Statutes of the Civic Municipality of Ljubljana. Annexes to the Decision are the construction sheets, color specification and descriptions.

The symbols were designed by Valt Jurečič of Heraldika d.o.o. and Heraldica Slovenica, who kindly provided drawings from which the images shown on this page were made.

The flag is rectangular, in ratio 2:5, horizontally divided white- green, with the municipal coat of arms in the middle, the width of which is 1/2 of the hoist size. The coat of arms is outlined in yellow, which is clearly visible in the drawing in the official gazette, but the text does not mention either the outline or its color. From the image, the width of the outline is 1 unit used for coat of arms construction, so the coat of arms with outline is in ratio 30:35.

Color specification are given in CMYK:

  • Green: Y 100% C 100%
  • Red: Y 100% M 100%

Right, as shown in the official gazette

The coat of arms of Ljubljana can be blazoned as:

Gules, issuant from three mounts vert a city tower argent opened and windowed sable on which is sitting a dragon of the second.

The shield is semicircular, width to height 28:33 units, and the lines of the elements are matching to the mesh formed by those.

The coat of arms as prescribed in the official gazette (but not shown by Stanič [stj05]) differs of the one designed by Valt. Most notably, the difference is in the shape of the shield (either rounded or in point at the base), the golden outline (with or without a white space in between), the portculis at the gate, and the artistic rendition of the dragon (pink tongue and yellow claws in Valt's version).

Former flag and arms of Ljubljana

Former flag and arms of Ljubljana - Images by Željko Heimer, 26 February 2002

The former symbols of Ljubljana, as shown by Stanič; are prescribed by Decision Odlok o uporabi grba, zastave in imena mesta Ljubljana, published in 1979 in the official gazette of the Socialist Republic of Slovenia, 3/79.
This design of the arms was already used before 1979, notably on the Yugoslav post stamps of 1970 (Michel 1382 and a souvenir sheet Michel 16). The coat of arms include all the elements of the historical (and current) coat of arms of Ljubljana in a stylization typical for the period. The flag is in ratio 1:2, horizontally divided white-green with the coat of arms in the middle. The green shade is only slightly different from the current one, but this may only be a printing effect.
