Description of the flag

Last April (1999) was adopted the flag of Amur region The flag is blue (1/3), white (1/15) and red. The white stripe is a wavy line. The colours are from Russia, and the wavy line, as the one in the arms, for Amur River. I don’t have yet the official specifications, but I believe that the ratio is 2:3.

In Vexilologie 120 [vex] there is an article by Mikhail Revnivtsev about some Russian regional flags [rev01]. About Amur Region it says flag and arms adopted 26 April, 1999; width of the wavy stripe is 1/15 of the flag hoist, width of the lower blue stripe is 1/3 of the hoist, flag ratio is 2:3.

A Law Of Amur Oblast
On The Coat Of Arms And Flag
Of Amur Oblast
(adopted by the Amur Oblast Council of People’s Deputies 16 April 1999)

The present Act, arising from preceding historical traditions, and also in accordance with the Constitution (fundamental law) of the Amur Oblast, establishes the primary symbols of the oblast, their description and use.

Chapter 3. Flag of the oblast

Article 9

The flag of the oblast is a rectangular bunting with the ratio of breadth to length 2:3. The lower part of the flag (1/3 of its breadth) is dark blue in color and separated from the upper part by a silver wavy stripe, recalling the waves of a river. The stripe occupies 1/15 the breadth of the flag. The upper part of the flag is red in color, symbolizing the rich history of the Amur basin and the laborious and hard-won achievements of the Amur-folk.
Subsequent articles prescribe the use of the flag, conforming to the pattern we have seen.
