Red background with a wavy bottom, just like in the city
flag; shield of the arms in the upper hoist. Slightly soviet nostalgic in
the flag design (even if Estonia and
Latvia are as far as they could ever be), it is
certainly so in the motives of the arms, depicting mining
tools and tokens of “progress”.
Though the law states 2:3, the image on the law page
(http://www.magadan.ru/simbol.html)
shows a slightly squeezed flag.

Magadan Region, which has come into force on December 29, 2001.

The colours remain familiar to the inhabitant of Magadan as they remind of
the subjects on the arms of the city of Magadan, except that the famous deer
on red background has been replaced by the regional arms.

The coat-of-arms are red is made of 3 parts: On the red part symbolizes
the principal industry of the region — the metal ore production — on two
golden ingots, there is a silver ingot over a geologic hammer and a pick. On
the blue part — 3 fishes — symbols of the maritime fertility of the region. On
the light blue part — a plane as symbol of the main means of transportation in
the region, and the hydrostation — symbol of the principal source of energy of
the region.

This was reported to be the flag of Magadan by way of Dirk Schoenberger,
from an unknown source. Nonetheless, the lack of any reference to this flag in
other, reliable sources and Lidia’s report that such a flag is not to be found
in Magadan, clearly adds this flag to a long list of doubtful designs. Whatever
it is, was or would have been, it is not the local flag of the Region of
Magadan.
