Flag of Belgorod region is divided by a dark blue cross to
four equal parts — white, green, red and black; the coat of arms
of Belgorod region is on white part of the flag.

"Belgorod" means "white city" — one of the many colors present
in this flag… It is not what I would call a great design, but it sure
alliviates the dim trend of coats of arms on monocolor background that have
been plagueing the recent flag adoptions in Russia…
