This is Malbork county in Pomorskie vojvodship. It can be seen at http://bip.powiat.malbork.pl/ in the upper right corner.

I know this flag since last year. The flag was adopted approximately in 2001. However, I have no law. On my inquiry the county office of Malbork County has given me no answer.

In the World Encyclopedia of Flags, by Alfred Znamierowski, 1999, p. 233 are some Polish municipal flags. I've used the CoA of Malbork on Adam Kromer's page for this image.
Malbork (German: Marienburg in West Preussen) received townrights in 1276. It was the seat of the Grand Master of the Teutonic Knights 1307-1457. Polish since 1466; to Prussia 1772; assigned to Poland by the Potsdam Conference in 1945. It is in North Poland, Malbork county, Pomorskie vojvodship, with (1981) 34.892 inhabitants.

Malbork: I guess this is only the Teutonic castle's historical flag: White, with a gold Scandinavian cross, bordered with black and with edges. Centered on the cross sideways, a gold shield with black eagle (seems like a rendition of the german coat of arms).  A dent above and under the cross on the fly.  I saw the flag displayed vertically, so that the shield is normally viewed.
