Recently I saw a photo of Mr. Ulmanis, the Latvian president,
with a folded flag behind. It is like a Latvian naval ensign
(white with a maroon-white-maroon cross) and with CoA in the
canton. Probably it is the presidential flag of Latvia. Could
anybody confirm that?

Yes, this was confirmed to me by Latvian Embassy in Paris. You
can find it in corr 26 of French Navy Flag book (Album des
Pavillons).

I believe that the described flag is the premier minister one.
The presidential flag has the shield in the center of the cross.

According to Album 2000 [pay00]
- President of the Republic (2:3) - Flag like naval ensign with
white rectangular pannel in the middle containing the national
coat of arms. According to [neu92]
the height of the rectangle is 1/3 of hoist, with length as
needed to accommodate the CoA.

"The Banner of the President is white with the rectangular
cross in the colour proportions of the national flag. In the
centre of the cross covering the interruption of the colours of
the national flag there is the big coat-of-arms of Latvia. The
height of the coat-of-arms is 1/3 of the width of the Banner, the
centre of the sun depicted on the shield of the coat-of-arms is
in the centre of the Banner. The proportion between the width of
the national colours and that of the Banner is 1:5. The
proportion between the length and width of the Banner is
3:2."

Prime Minister.

According to Album 2000 [pay00]
- Prime Minister (2:3) - Flag of the design like the naval ensign
with the coat of arms in canton. The size of the CoA is equal to
the one in the presidential flag (i.e. height 1/3 of hoist), so
says Flaggenbuch [neu92] and so
depicts l'Album.
