Recently I was contacted by the autor of the new flag of the
County of Zadar, Croatia, who provided me info on the issue: The
County of Zadar (Zadarska z<upanija) was made by the partial
territorial reorganization of Croatia on 1 January 1997, from the
former county of Zadar-Knin (Zadarsko-kninska z<upanija -
Didn't have a flag or Coat of Arms), by excluding from it some
parts that more naturally belong to Sibenik surroundings. The
former county did not addopt the flag not Coat of Arms.
The flag and Coat of Arms are adopted on 18
June 1998, as a result of public concurse, on which Bojan
Livakovic/, architect from Zagreb, got the winning prize for his
design.
Coat of Arms: Azure, a church of St. Cross Argent; in chief
Argent, an olive branch proper.
Flag: horizontally wavy divided bicolour of white over blue, with
golden bordered Coat of Arms of the County in the middle. Ratio
1:2.

The County of Zadar bears in her coat of arms the church of
St. Cross on blue background, and a branch of olive in white
chief. The flag is horizontaly wavy divided white over blue
bicolour with the golden bordered coat of arms in the middle.
The ceremonial flag of type called gonfanon is not
officially prescribed, but in use never the less. The church of
St. Cross is in Nin, bulit in 9th century in old Croatian
pre-romanic style. In Nin, today small town north of Zadar was in
864 AD established the first diocese on territory under Croatian
rulers. The olive branch represent not only one of the
traditional products of the region, but is also symbolic for
peace. The County of Zadar is situated in northern Dalmatia. It
was formed in 1993 as the County of Zadar and Knin and included a
larger parts of hinterland that de jure was part of Knin
Kotar, but was in fact occupied and was part of Republic of
Srpska Krajina. In the 1997 reform the southern parts of that
hinterland were transfered to Sibenik County.

Ceremonial flag of the County of Zadar (Zadarska
z<upanija), Croatia, unofficial design

I mentioned that there exists an unfofficially used vertical flag
of the County, as I was informed by the flag designer. Today I
have received from him the image of that unofficial, but still
used, flag. It is used as a ceremonial flag of the county,
vertically hoisted, whith "tails" at the lower end.
