Overview

The County of Karlovac is situated south west from Zagreb, around the city of Karlovac, and borders Slovenia to the north and Bosnia to south. Southern part of the county has been ravaged by the war and held occupied for more than five years.
Željko Heimer

The flag and the Coat of Arms were adopted on 27 Febuary 1995, by "Odluka o grbu i zastavi Zupanije Karlovacke" issued in "Glasnik Zupanije Karlovacke" nr. 3/95.
The same decision adopted a Ceremonial Flag , being a red vertically from a crossbar hoisted banner boredred golden with gold fringe on the tails. The coat of arms is set in the middle and the name is inscribed in gold above. There is an ornament of oak branches in the tails.

Ceremonial Flag

image by Željko Heimer, 16 December 2002

County of Karlovac uses special ceremonious flag in certain circumstances. The ceremonous flag is red, swallowtailed, with county arms in the middle and it is hoisted vertically.
Information thanks to Zoran Zivkovic, Municipality of the City of Karlovac

The reconstruction is based on several quick glimpses of the ceremonial flag in the County Mayor's Office on TV reports from Karlovac. The golden ornaments found in the tails I have made equal as those in Tounj flag. I am not sure if they are indeed the same (though apparently it is still oak ornament and very similar to it if not the same), but studying other county flags I found out that it is not that uncommon that subdivisions of a county use the same ornaments in the ceremonial flags. In any case, if the reconsturction is still not very precise.
