General ranks in the Estonian Army are general,
lieutenent-general, major-general and brigadier. Navy has only
one admiral rank: rear- admiral (equal to major-general) and Air
Force has only one general rank: major-general.
I guess that there is no rank flag for general because the only
full general in active service is the commander-in-chief. At
least this is the system in the Finnish Defence Forces and I bet
Estonia follows the same practice.

So the CinC flag is as a rule used by a (the) general, holding
highest rank in the military. Next in hierarchy would be Lt-Gen
flag (one with yelow stripe at top). For the lowest flag officers
rank there are two flags - in Navy flag for Rear-Admiral
(whithout yellow borders) and in Army and Air Force for
Major-General (with yellow stripe below).

According to the French Navy Album, issue 2000 [pay00] - Chief of Naval Forces
(7:13) - White triangular swallow tailed pennant (broad pennant)
with blue "chevron" rising from the hoist and with
yellow anchor near the hoist. Measures are given as
(2+5+5+2):(15+11).

The same flag as Chief of Naval Forces, but
without the anchor. Note suggest consulting also page on the
