From the Norderstedt city website:

Stadtwappen: Geviert von Blau und Silber mit rotem Herzschild, darin achteckiger Kompaßstein mit Lilie.
Stadtfarben: blau, weiß, rot.
That is, coat of arms: Quarterly Azure and Argent, on an inescutcheon Gules a compass rose surmounted by a fleur-de-lys Argent. Livery colours: blue, white, red. I wonder if the city flag isn't really a blue-white-red tricolour with the arms, rather than having a plain white field. The website also says:
Norderstedt entstand auf Beschluß der Landesregierung 1970 (01.01.1970) durch Zusammenlegung der Gemeinden Friedrichsgabe, Garstedt (Kreis Pinneberg), Glashütte und Harksheide (Kreis Stormarn). Somit ist Norderstedt zwar eine junge Stadt (...)
that is, "Nordertedt was created by decree of the [Schleswig-Holstein] state government of 1st January 1970, by merger of the municipalities of Friedrichsgabe, Garstedt (in Pinneberg county), Glashütte und Harksheide (in Stormarn county). Norderstedt is thus a young city."
