Rendsburg is a city, the seat of Rendsburg-Eckernförde county. The Hauptsatzung of Rendsburg, available online here, says:

§ 1
Wappen, Flagge und Siegel
(...)
(2) Die Stadtfarben sind rot-weiß-rot.
(3) Die Stadtflagge zeigt in Weiß die rote Burg des Stadtwappens, etwas zur Stange hin verschoben, oben und unten begleitet von je einem schmalen roten Randstreifen.

(2) The colours of the city are red-white-red.
(3) The flag of the city shows the red castle of the arms in white, slightly shifted towards the hoist, accompanied above and below by a thin red stripe along the edge.

The flag of Rendsburg is the most southern example of this kind of flag: arms on a white flag.
