Mikulov flag

The historical town of Mikulov, with 7787 inhabitants, in southeast Moravia, near Austrian boundary (German name: Nikolsburg) has a "Cape Verde-like" flag with five horizontal stripes, blue, white, red, white, and blue (3:1:1:1:3), i.e. with colors derived from the town's CoA (blue shield with silver-red castle and town). The flag has been officially granted in 1999 (May 25). I thought that the top right image shows the Belarus-like flag (and blue sky) until I discovered the decree
