This is the flag that is hoisted on ships to mark the presence of the Chief (positional flag, as distinct to car flag covered previously).
The flag is square, Navy blue with white anchor in fly base and white stars in canton. Number of stars depend of the rank of the officer holding the position, and the possible number of stars in either 3 (Vice Admiral) or 2 (Division Admiral, comparable with rank of Rear Admiral).
The car flag of the Chief of Staff of the Navy is different.

The Belgian chief of naval staff is currently a rear admiral (divisie-admiraal or amiral de division). He can be seen, with his flag, on the Belgian Navy website.

Note to the figure explains that when COMOPSNAV holds rank of Flotilla Admiral the flag has a white star in canton.

The flag was changed in 1999. In the former flag, the anchor was placed in upper hoist.
