The first proposal is diagonally divided top-hoist to bottom-fly yellow over light blue flag with line of 10 (?) white fivepointed stars in the blue field along the diagonal. The number 10 here is just an educated guess. Size of stars unknown, of course.

Westendorp's head is obscuring part of this flag in the photo, but 10 seems to be correct. However, a news report talked about "a certain number of stars, similar to those on the flag of the European Union", which would make the number 12. From the photo it seems the top and bottom stars are not shown in full.

Judging from the size of the stars and their positions, I think that they are 9 and not 10. Further, there seems to be a difference between Zeljko's descriptions and the actual proposal: the triangle (a geographic representation of the country?) does not extend either to the hoist nor to the fly.

You could be right. If I remember correctly there are ten stars on the flag of the Federation of Bosnia and Herzegovina, to reflect the fact that federation has ten cantons. The question is then what the symbolism behind the number of stars - nine or ten

My counting of the stars (half obscured by Westerndorp's head) is 8 full stars and 2 halfs.

In the construction sheet following the commission report the triangle is running from upper to lower edge, touching both.
