Overview

I located an article where the state of Monagas has a contest for selecting a state flag. No luck about the results yet. Article follows below:
"Maturín, Feb. 20 Venpres (Josefina Martinez). - The Secretariat of Education of Monagas State opened the contest for the creation of the flag of the state, with the purpose of representing, in a symbol, the social, cultural and historical values of the entity, affirming and fortifying therefore the structural and decentralized concept of the federalism, common aspiration of all people. The information was provided by the Secretary of Education, Elier Garcia, whom indicates that will be able to participate all the residents of Monagas on individual way or through the different cultural and educative institutions. To the effects a unique prize of a million bolivars for the winner of the contest was established. Garcia reiterates which this monetary repayment will not be divides nor the prize will not be declares desert. Equally, honorary mentions consisted on plates will be granted of recognition to the most outstanding proyects and a diploma of participation for the rest. It was emphasized that the measures of the flags projects must be 33 x 48 centimeters (1/4 of paper sheet) and the support of the designs can be cardboard, maintaining the aesthetic criterion of the flags: flat colors and horizontal location. Garcia indicated too that the examining jury will put under consideration of the attending public to the exhibition 10 selected designs, of which will choose one by means of secret voting."

Apparently, the New Flag of Monagas State consists in a Sky Blue field with three horizontal stripes: blue (superior), green (center) and black (inferior) oriented to the lower edge whose latitude is approximately equivalent to a twelfth part of the wide of the field, separated between it by means of spaces equivalent to the twentieth fourth part of the latitude of the field. From the green stripe is arise a yellow sun with seven rays and the silhouette of the Monument dedicated to Juana Ramirez, Heroin of the Venezuelan War of Independence that was born in the region and that was called  "La Avanzadora" (something like "The Advancer") . Complements the design a constellation of thirteen white stars that surround the silhouette and Monagas State Coat of Arms  in the canton. At the moment we are investigating the meaning assigned to the colors and other constituent elements of its Vexilography. Until the moments the next historical reference had been the organization of a concourse for bring a new Flag to Monagas State. At <150.187.43.130/banderas> you can see different projects subject to voting. Judging by its presence at <www.monagasenlinea.com> seems to be favored the design designated with the number "55".

In the model flag the stars are offcentered, but perhaps it is because of a deformation of a manufactured or paper flag. I don't believe that in the real flags the stars can be offcentered.
Other questions:
1) The central star is perhaps a bit bigger than others?
2) The Avanzadora figure must be lined in black or blue? Is over a ball? the below end is within the sun?
3) What is the center of the sun? Must be the ball and water of the source or similar above which one is push the Avazadora figure?

Here is part of the article published on <www.monagasenlinea.com> referring to the new flag of the Monagas state and written by Mr. Luís González: "The Monaguensian Symbollogy, has a third component: the Flag, expression of the popular will because was selected by means of concourse, secret voting and public scrutiny with the participation and presence, in the three cases, of thousands of citizens. The examining jury selected ten projects, of which the Voters pronounced by the proposal of Julio Cesar Adrián Martinez,  30 years old, who live in Caripito (a Monaguensian town). The symbolic aspects of which it happened to be our Flag, are: Sky-blue, representation of rivers, lagoons and dams; 13 stars rounded the image of "Juana la Avanzadora" ("Jane the Advancer"): equal number of municipalities, an one outstanding in the center (Capital Municipality); the green: grounds, cultures, forests, mountains and plains; the black: petroleum wealth; the sun: dawn, life and force of the people; black arc: arms of our natives; navy blue: the sky; image of Juana Ramirez: heroism of the Monaguensian woman, and daggers that are crossed in the inferior part of the image of the heroin: the brothers Jose Tadeo and Jose Gregorio Monagas, heroes of independence and ex- president of the Republic. Completes the Symbollogy, on left superior part, the shield of arms of the state."
