This is called an advertising pull-down. These were common in my childhood in the fifties and early sixties, then pretty much disappeared. They are suspended vertically. They then consisted of the current union of the Stars and Stripes, and,
at the end, either three or five long stripes, red-white-red or red-white-red-white-red.

Just like other decorations, pulldowns are available in different designs. In addition to stars in rows, they also come in other designs such as colonial (stars in a circle), mourning (purple/black stripes), and POW/MIA (black/white stripes).
