Sec. 2-1. Design and use of city seal.
The corporate seal of the city shall be a design within a circle, one and seven-eighths (17/8) inches in diameter and representing a sitting female figure, with a pair of scales in one (1) hand and a sword in the other hand, and a railway engine and a train with the design of a city in the background, and a cog-wheel at the foot and to the left of the female figure, and in the exergue this inscription: "The City of Roanoke, Virginia." Except as otherwise specifically provided, no other seal shall be used for the city, and no paper issued by municipal authority, which requires the seal of the city, shall be valid, unless the seal described herein shall be duly affixed thereto.

Sec. 2-2. City flag.

The official flag of the city shall be made of bunting, silk or merino. It shall be a pale blue field, with a circular center of the same material. Upon this circle shall be painted or embroidered, to show on both sides alike, the seal of the city, with the words "City of Roanoke" appearing above the seal, and the word "Virginia" appearing below the seal. There shall be a gold colored fringe on three (3) sides of the flag. This shall be known and respected as the flag of the city.
