This is the flag of Clarke County in northwestern Virginia near the city of Winchester. According to an email that I received from the assistant county administrator,
"The Clarke County flag consists of the county seal on a green field. The County seal was not adopted until the mid 1980's and does not have a long history."I've drawn the flag using a picture of the seal I found on the Clarke County website. I also just used a generic green since he didn't specify the exact shade.
