According to information that I received from the county tourism directory:
"The Caroline County Flag is white with the County Seal, in color in the middle of the flag. Our Seal is divided into four 'categories', divided by a gold star. One of the images is a 'bust' image of Queen Caroline which was the Queen of England and who this County is named after. There is an image of our Courthouse, which is an 1835 Jeffersonian design Courthouse. Additionally, there is a farmer plowing his field with two oxen's which represent the harvesting of Tobacco, which Caroline was well known for. Last, there is a sun setting over trees and a creek, which depicts the rural nature of the County."
