Charleston's city hall flies the S&S, the state flag, and what was presumably the city flag, blue with a white emblem that appeared to be a coat of arms framed by an ornate cartouche-type design. I couldn't make out the details, but Charleston police cars carry a blue coat of arms showing a portside bow view of a white square-rigged sailing ship. This could well be the design on the flag as well.
