Horizontally stripped flag with twelve alternating stripes of red and blue
(red on top). On this background a seal like red disc with a broad white rim all
heavily lined blue. On the rim sans bold capitals reading "ALLEN" on the top arc
and "COUNTY" on the bottom; on the center a stylized white scroll, lined and
shadowed blue, with "1831" in blue sans bold wide digits. A ring of eight white
five-pointed stars (stars at 0 deg.), each approx. as high as each stripe,
encircles the seal and two
double sized such stars are placed on each side outwards, vertically centered on
the flag. Lacking a better idea, I used in this image Old Glory Red (R+) and Old
Glory Blue (B+++).
