I observed the flag while visiting Colorado Springs, Colorado. City offices there also fly a reasonably attractive flag, white with a blue border on top, bottom, and fly, with a quasi-heraldic emblem in the center apparently alluding to the sun setting over springs, with the shape of the device suggesting the mountains that dominate the skyline.

The plan for the flag was submitted to Colorado Springs City Council in the summer of 1912 by Dr. Caroline Spencer, in behalf of the Civic League. The official resolution adopting the flag contained this description:
"The white field is intended to represent the cleanliness and health of the city; the blue border our blue skies; the shield carries the sun, of which we are justly proud; the mountains stand for Pikes Peak and on it are pictured the gold ingots of our mining industries; the green band about the shield represents the park system surrounding the city."Source: City website
