The seal uses a standard circular format consisting of two concentric circles, the outer of which is old gold in color. At the top of this outer ring the city motto is written in black block lettering using an Old West font; this motto is 'CITY LIVING IN A RURAL ATMOSPHERE.' The bottom portion contains the numerals '19' and '64', separated by the word 'NORCO' similarly written. Above the name of the city are the words 'CITY OF' in much smaller black block Old West letters. This outer ring is separated from the central image by a white internal border. The central image itself consists of an outline of a horse's head bridled all in gold on a green field.
The city flag is depicted on the Home Page of the municipal web site, albeit
in a very small format. It uses the city seal above, on a white field, for its
flag, although I will admit that the green and gold stands out well on a white
background.
