February 13, 1989 City Council approved a motion to explain the design elements
in the City Seal. The motion reads in part:
"The elements of the City Seal provide a view of the community from past to present to future. The Rancho Mission Viejo brand is a symbol that has been in our area for generations and represents our heritage within these coastal hills and valleys. The light stand and lake view gives a view of our City as a unique place to live and grow.
