www.beverlyhills.org provides a large image of the seal, and reports that the shield of stars and stripes represents Beverly Hills' status as a city of the United States of America; the bear flag represents the California republic of 1846; The eagle holding the serpent represents the period of Mexican sovereignty over what is now the state of California; the City Hall represents the seat of government in Beverly Hills. The five-pointed star represents the five-member City Council, the governing body of the City of Beverly Hills; and the lion of
Leon and castle of Castile represent Spanish rule, from 1542 to 1821, over what is now the state of California.
