Heraldry:
"It was confirmed by city council at September, 25, 1996. A
square panel which consists of three equal vertical strips - red,
white and red, on a white strip placed three black hexagons
(entered in conditional circles in diameter in 1/4 sides of a
flag). The author is Yu.Terlets'kyi."

a gules field a argent pale, on which three sable hexagons. The
author is Yu.Terlets'kyi. Sable hexagons symbolize the basic
local natural riches - basalt. Gules-argent paints specify a
Volyn'."

Heraldry:
"The historical name is Ostal'tsi. Velyki and Mali Ostal'tsi
as the property of princes Zaslavs'ky are mentioned in 1648-58
registers. At November, 14, 1783 Leonard Vortsel' has received
from king of Stanislav-August the privilege with the right to
base in village Ostal'tsi city under name Kostopil'. In the
privilege also it was marked, that "a mark or a stamp for
confirmation of acts, letters and city such, what proprietor has
put to use city will appoint ". But data on an establishment
of the city arms to find it was not possible."
