El Carmen is a municipality at La Union Department. Flag is vertical blue-white-blue charged with Coat of Arms. Photo at <elcarmenlaunion.isdem.gob.sv>. According to this site: "El 24 de enero del 2002 es fundado el escudo y bandera del municipio...".
