According to [fss]: Stripes: 6+2+1. Star is contained in imaginary circle of diameter 12.5% of flag height. hammer and sickle in imaginary square of sides 25% of flag height. Vertical axe of star and hammer and sickle at 25% of flag length. The horizontal axe of the hammer and sickle not given, but looks like centered at the upper red stripe. Also not given, the distance between the hammer and sickle and the star. [See also here.]

I’d say that the circle enscribing the star touches the edge of the imaginary square — at least it is so in the other comparable construction sheets.

The emblem of the SSR was introduced 26 March 1937 (according to Hesmer [hes92]) and replaced by the current one 4 June 1992.
