Tolmin (12,405 inhabitants) had the municipality status before the 1990s. Among the natural features in the municipality is Tolminska korita, also called Dantejeva jama (Dante's Pit), that it is deemed to have been the inspiration for the description of the hell by the famous poet.

According to Banderas municipales de Eslovenia, published in Banderas [ban] #58 (March 1996), the flag of Tolmin is prescribed in the Municipal Statues Statut Občine Tolmin, adopted on 28 January 1982.
The flag is light blue with the coat of arms in
canton.
Stanič [stj05] shows a variation of the coat of arms and the flag shade, whereas the municipal website shows the usual blue shade background.
These variations are probably used contemporarily.

The coat of arms of Tolmin is in shield shape, and can be blazoned as
follows:
Gules from embattled wall sable issuant flames or in base a
curving path azure in bend sinister and two farming tools argent with
broken handles fesswise, in chief dexter year 1713.
The coat of arms represents the 1713 peasants' uprising, one of the most important ones in the region.
