The flag and coat of arms of Slovenske Konjice are prescribed by Decision Odlok o grbu
in zastavi občine in mesta Slovenkse Konjice, adopted on 13
February 1992 and published in the official Slovene gazette Uradni
list Republike Slovenije, nr. 12, 13 March 1992, pp. 793-4, with
effect on 20 March 1992.
This Decision superseded a previous decision of 1989 published in
Uradni list Republike Slovenije nr. 30/89.
The flag is rectangular, in ratio 1:2, horizontally divided white-yellow with the coat of arms in the middle.
The 1999 Statutes Statut Občine Slovenske Konjice adopted on 25 March 1999 and published in the official Slovene gazette Uradni list Republike Slovenije 31/1999, slightly changes the wording of the symbol description, and are describing the colours order from left to right as white and yellow, therefore only the vertical flag is described. It would seem that the horizontal flag is no longer official.

The coat of arms of Slovenske Konjice is canting: in Slovene, konj means a horse. It is based on the seal of the trading place Konjice of year 1580, showing a silver unsaddled rampant horse on a red field, outlined in golden. The coat of arms in the present shape has been in use at least since the 1970s.
