The flag is a banner of the arms;
arms granted in 1560, revised grant on 14 October 1938.
About the flag
When the provinces got their arms in the 16th Century, Hälsingland was well
known for its goats, which explains the animal in the coat of arms. The flag is
a banner of the arms. I based the image on the type image of the arms made up in
Riksheraldikerämbetet (Office of the National Heraldist) when the arms were
regranted with a modernized blazon in 1938.
