1906 might just be correct. The first reference to the badge that I have seen is a c.1909 amendment to the Admiralty Flag Book of 1907. It was replaced in 1947 when arms were granted.

Badge: 'B.R.' below crown. The circle was white, the lettering was black and the crown was in full colour. Used c.1902-1947 in British Solomon Islands (also c.1902-c1916 in Gilbert Islands [nowadays Kiribati] and c.1916-1937 in Gilbert and Ellice Islands [nowadays Tuvalu]). Blue Ensign only. Not on Union Flag.
