Municipality "Novaya Zemlya" (New Land) in Region of Arkhangelsk on archipelago New Land Isls in Russian sector of Arctic Ocean. Flag and coat of arms of New Land Isls are disigned by Heraldic Chamber of the Congress of municipalites of Russia under management Mr. Vladimir Medvedev (head of this Chamber) and official registered in the State Heraldic Register of the Russian Federation.
On archipelago New Land Islands is located the State Center of tests of the nuclear weapon of the Ministry of Defence of Russia . Nuclear tests are not present since 1990.

These two bears make beer: There was great fair in the village Byestuzhyevo
(Bestuẑevo | Бестужево),
centre of Ustyanskij-Rayon. Each visitor (wheat-maker) handed over a part of
his wheat to make beer, which was distributed free-of-charge to all. Beer was
cooked in one large barrel. We see this barrel on the flag.
