On July 15th, 1998 Governor A. I. Lisitsyn signed Decision No458 On
start a contest on best drawings of arms, standard and flag of the Yaroslavl
Region — beginning
the contest on best drawings of flag, coats of arms
(after the descriptions, which are given in the
Decision). In Addition to this Decision we read: «… description of the
flag: rectangle field, three equal horizontal stripes: white at the top,
yellow in the middle, dark-green at the bottom. Ratio — 2:3».

So, the basic flag design was already prescribed in the contest
announcement, which is peculiar, leaving not much artistical liberty
to the flag designers… Anyway, the flag adopted
in 2001 does not follow this prescription!

I received 3 images of the current proposals for a
flag of Yaroslavl oblast. (These images were received
in 3:4 ratio, even if the contest law prescribes 2:3!)
The flag should be adopted in the next few days.

I’m still in contact with Mrs. Olga Demidova at Yaroslavl oblast website,
but it seems that govt officials have actually other preoccupations than to
choose a flag amongst the 3 proposals. (I’m waiting for the final decision
since last Christmas!)

The description on the contest law matches proposal
#1 So, which will it be? Was the flag adopted or not? And if so,
when exactely?

We can still have some doubts on the adoption of this flag but one
thing is sure, if it has not been adopted, I wonder why it is used as
background image on the top of Yaroslavl
website (warning: the server is quite slow and sometimes
unreachable.)
