President's Flag

[President's Flag] 1:1, by Zeljko Heimer, based on Album des Pavillons (2000)

National tricolour bordered blue with a white fimbriation and surrounded (on all four edges) with a golden fringe.
Zeljko Heimer, 20 December 2002

This is a new, post-Ceausescu flag. Adopted when? Earlier the chief of state (then titled Chairman of Councils of State and of Ministers) used a similar flag but with a red border instead of the blue and with three edges fringes. Even before that royal standards were in use.
Zeljko Heimer, 21 December 2002

How can a flag with a golden fringe on the hoist side be either attached to a halyard or nailed to a mast?
Santiago Dotor, 23 December 2002

My guess is that this flag is meant to be hung vertically, either from a balcony on which the President is standing/sitting, or as a vexillum. The upper fringe would dangle in front of the flag so to speak.

Prime Minister's Flag

[Prime Minister's Flag] by Zeljko Heimer, based on Album des Pavillons (2000)

National tricolour bordered yellow with a white fimbriation.
Zeljko Heimer, 20 December 2002

I did not find any reference to the flag for this function before the 1990's, so maybe it was a new development then? More info required.
Zeljko Heimer, 21 December 2002

Members of Government flag

[Member of Government Flag] ~24:35, by Zeljko Heimer, based on Album des Pavillons (1990)

A white flag with the national flag in the canton. The canton relative ratio is 4:5 (therefore "shorter" then the normal national flag). Obviously this was in use in late 1980's and early 1990 before the adoption of the new elaborate system, though the usage might have been more limited than "any member" of the Government. It seems that this flag is the direct heir of the Communist period defence minister flag, from which were removed the Communist symbols (emblem and red star).
Zeljko Heimer, 22 December 2002
