Based on the stamp we have (flag stamp #00408), here's an image of the Ngiwal flag. It is a red flag with a large circular seal centered on it, on which we can see a tree from one of whose boughs water (with some fish in it!) gushes into a large pool, masoned with black stones, placed in front of it. This is surrounded by white ring with black edges, on which four golden stars are placed in the cardinal points; the whole sits on a red 2:3 (?) background with a narrow white fimbriation.
