The flag is quartered black over yellow and the coat of arms is gules,
on a sea of three waves, azure and argent (usually it would be vert and argent,
for blue stands for rivers, not see…), a galion or, draped argent and bearing
on the main sail a cross of five eschuteons azure,
each charged with a saltire of bezants argent. And on a cheif azure a castle or
(canting arms, as "castelo" means "castle").
The weird thing here is that Viana do Castelo has
city rank and thus the coat of arms crown is
five-towered, but the flag itself is and remains quartered, as those of
towns…

A city in northwestern Portugal, currently in the Viana
do Castelo District, once in the province Minho. In
1992, 83 620 inhabitants in 40 communes covering 316 km2.

Bandeira dourada (golden flag) seems to be a local counterpart
of the European Blue flag (for beach quality).
It is presented at the municipal website as an award given yearly to beaches
that persue correct environmental practices, such as care for dune integrity,
beach facility sewage and garbage disposal, Nature conservancy etc.
