It is a quite typical portuguese municipal flag, with the coat of arms
centered on a background gyronny (meaning city
rank) of red and black. The coat of arms is or, on a mound vert charged
with a wavy fess argent semy of waves azure, a tower argent masoned sable
between two crosses gules: “templar”, dexter,
and Christ’s Knights, sinister. Mural crown argent
with five visible towers (city rank) and white scroll reading in black upper
case letters "TOMAR".

Or field, on a mound vert charged with a wavy fess argent semy of waves
azure, a sable double tower (?), opened and iluminated (?) argent, between a
gules cross of the Order of The Templars (cross patté) and a gules cross of
the Order of Christ. Argent 5 towers mural crown. White scroll with
"TOMAR" in upper case black letters. Flag — black over
red gyronny

In this particular coat of arms the Christ’s Knights
Order cross is not voided argent as usual, but voided of the field (or).
Tomar, by the way, has an exceptionally important place in these orders’
(Portuguese Templar and
Christ’s Knights Order) history.
