This beast in portuguese heraldry is called a serpe, a winged snake (or serpent). It is neither a (two legged) dragon nor a (four legged) wyvern, but a legless beast whose english name I dont know. It shows also on the municipal arms of Serpa (canting arms), in argent, and on the crest of the portuguese royal arms, in vert lagued gules.
