City rank, honoured with the Order of Tower and
Sword. The flag is all red and the coat of arms is most unusual — not for
it’s shape, but for the charges themselves:
gules, on a ground vert, a knight riding a horse sable, passant, dressed or
with quinas and ornamented azure, the
knight dressed argent, holding a banner of Portugal
ancient in his sinister and holding a sword argent in his dexter. In a
bordure argent, the inscription "CVSTODI NOS DOMINE VT PUPILLAM
OCULI", meaning «Guard us, o Lord, as the spot of your eye», all in
capitals sable, and with a cross patte sable, in the center top. Scroll reading
"CIDADE DE ELVAS" in black capitals surrounds the
collar.

Plain (monocolored) portuguese subnational flags are
not allowed to have armless
variations: plain flags always carry the coat of arms.
Jorge Candeias, 18 Jul 1999
