This is a very strange non-british Union Jack flag: The exibition catalogue shows, numbered as flag n.o 33, this strange flag. It is one of the proposals from Mr. Alexandre Fontes, a blue-white bicolor with a Union Jack like device (with green instead of blue) in the hounor point. This proposal was presented to the public by means of a postcard edition (like most of the flag proposals of the time), showing a “wrong” Union Jack (with “St. Patrick’s” cross directly on the “St. George’s” fimbriation) somewhat smaller than 1/4.

The author’s explanation to this evolution of his previous proposal (a plain bicolor blue-white) is that blue-white is unusable for it’s already San Marino’s flag!… (by the way, San Marino was never a vertical bicolor, was it?)
