seems to be upside down. The correct flag is presented at
pueblos-de-puertorico.com site (defunct) . On Lexjuris
site the flag-description is evidently erroneous as far as I
can make out:

You are right, it is upside down. It also says that the
stripes proportions are 5:1:5 Green, Red, White.
