site I found a pretty clear and disarmingly simple description:
"The flag is of three horizontal bands. From top - yellow - white -
light blue"

Gryfów Śląski: in Lwówek Śląski county, formerly in the Jelenia Góra
(now part of Lower Silesia) region, in the Izerian Mountains, on the Kwisa
river. In 1996 there were 11.160 inhabitants. Founded in the 13th century,
in Poland since WW2. German name: Greiffenberg in Schlesien. In 1996, historical
colours of the Upper Lusatia (blue-yellow) were adopted by the community.

This site describes
the flag thus:
"Colors of the commune are: blue, white and green. The flag is a rectangular
piece of cloth divided into three equal horizontal bands in the colors
of the commune."
It looks to me as they've got some discounted flags in Freetown
and decided to fly them upside down.
