The flag we had for this county at FOTW-ws was only a proposal. Flag and CoA have been adopted on 27 May 2004 as reported on the following page (warning 1.18MB Word file).

The County of Lubin selected its Arms and Flag, well documented on the basis of historical evidence dating back to 1310, and submitted both for approval by Warsaw in June 2002. In October 2002, not hearing anything from the Ministry, they  inquired
again and were told the decision is forthcoming soon. As the designs are consistent with the rules of heraldry and are very
carefully researched and opinionated, the approval is expected to be awarded without dissension or corrections.
