Naval reserve ensign.
Dutch tricolour, in the center a white disk (2/3th of the flag height) with in black a foul anchor under the royal crown (the emblem of the Royal Netherlands Navy). Adopted by Order in Council on 28 February 1894, lastly confirmed by Order in Council on 16 November 1957.
This flag can be flown as national flag on merchant ships when the captain is an officer of the Royal Navy Reserve, but only with a warrant from Her Majesty the Queen.

Any idea how does one apply for a warrant? Is this also valid for hoisting on boats (and pleasure crafts as yachts), of course, if one has appropriate warrant?
