Mexicans in the Mexico-USA border

I saw this flag in Waco, Tx. When I was in Waco for the 4th of July I passed by
this shop that fixes cars on Waco Drive, S. Loop road
and I35.
The place is managed by Hispanics but I seen them fly
the Mexican flag of Green/White/Red but on the 4th I
saw a Mexican flag that was Blue/White/Red with the
Mexican CoA on the White.
Any ideas as to what this flag is supposed to
represent?

It appears to me that the image of the Mexican flag seen in Waco was
not originally blue-white-red, but the standard green-white-red, the
"blue" (especially the shade depicted on the web site) being a product
of an overexposure to the sun. I have often encountered this color in
just such circumstances.
